The terms really stems from the slavery and church. When our ancestors were slaved and sold, families were broken and since we all descended from Africa they called each other brothers and sisters. It's a unity and endearment thing. Still used the term now to call other blacks that aren't even your family member and most blacks don't have a nuclear family compared to other races.

This is more common in o;der generations. No younger black american people are really calling each other brother or sister LOL!
I believe it just goes back to the black churches during the early slave days to the 1900's. It kind of just stuck and became later adapted in the 60's and 70's with the civil rights movements.
Stronger bond between them and there usually is between people of colour.
Here in Australia, Aboriginal Australians in rural communities who have committed a crime don't always go straight to court, but particupate in a circle sentencing. The elders of their community shame the perpetrator and discuss a reasonable sentencing. I am saying this because it works, because the perputrator feels more connected to someone he may have a bond with.
