No it does not. If your family/partner beat, abused you made you emotionally unhappy (or constantly did anything along those lines), you'd end up hating them. There will be always something which someone could do to make you no longer love them.
My view of unconditional love is loving someone no matter what, and I think there's always something that could make you stop loving somebody.
