Billboard counts DC singles as Beyoncé. She wasn't just a background singer, she was singing lead, the chorus and did the harmonies.
Some of you can seethe but it won't change the facts.
Anyway to answer the OP question, I would go with X because she's the only one who cares about #1 singles out of the 3 ladies.

Britney - lady who just doesn't care about singles, she is known for good first week sales and if radio support her next single with one big performance on opening week + music video, she has a chance.
Bey - She is not some big first week seller when it comes to singles, but I believe she could pull of in long run.
