The NFL tried to enforce a new policy this year to make performers pay to perform, but Katy said on a college football special that she would refuse to pay to perform if asked, so its pretty clear that NFL revoked their new policy and allowed her to perform without paying, but of course some people want to discredit her performance by accusing of her paying, even though that doesn't make any sense because why would she publicly say "I won't pay" and let everyone know that she won't pay and then proceed to pay.
And even if she did pay, that policy would affect all future performers, not just Katy. But of course, since people love to try to discredit her, they're going to use this against her.
