"Britney didn't bother singing the HATLM chorus" says writer
Ina Wroldsen, co-writer of He about to Loose me on Brintey's Femme Fatale told norwegian radio station (she is norwegian herself) P13 that the He About to Loose me chorus was sung solely by her, simply because Britney didn't bother to.

The song was just mixed this way. Stems general include parts that you can't even hear or the song, or parts that may have been cut in the final engineering processing. They could have decided to remove certain cuts of the chorus to achieve a certain sound. Perhaps removing Britney's vocals made the song sound more dynamic.
Honestly, people don't really understand the recording process enough to judge what's being said in this article.
