I'm almost certain that this is a list of actors/actresses only. Everyone on the list is an actor/actress (with some being singers as well - Jennifer Lopez & Selena Gomez).
Shakira has acted (she was the lead in a telenovela called Oasis, she was on an episode of Taina on Nickelodeon, an episode of Ugly Betty, an episode of Wizards of Waverly Plaza, etc.) but she isn't considered an actress by any means, her main career is a musician.
If this included musicians, Shakira would definitely be at or near the top.
Also, this list is a complete mess. Some of them aren't even Hispanic/Latino.

He's Spanish, not Hispanic - as well as Antonio Banderas & Penelope Cruz. This list is such a joke. Then there's those that don't even speak Spanish (Jennifer Lopez, Jessica Alba, Cameron Diaz, etc.) & are only Hispanic by birth, not by culture or location.
but I don't really consider latinas Diaz hardly ever acknowledges it and Alba hmm I remember she made some pretty nasty comments about being part latina.
