Beyonce had more going on which made for a better picture, but Nicki's was more realistic. But since that isn't the question, I'll say B. I agree with what JC_Arrow said about Nicki looking more like a princess than a queen.

The rings are what royal women wore to give their skirts the big poofy effect, but I still prefer Nicki's.

Black signifies power, but it's too harsh for Nicki in the photo.
Bey is in crimson, royal blue, and gold -- all pleasing and complementary.
Nicki's is like, "Queen Attends Funeral for Pop Nicki."
