I don't disagree with the goal. Just the means.
Sure it will offset some tax costs (mostly paid by the rich), while cost a few pennies at grocery stores (mostly paid by the poor).
What they SHOULD do is ban them, but require grocery stores to not charge for bags. Better yet they could offer tax incentives to stores to stop using them.... paid by an extra tax on junk food producers.
