Should the U.S. make the music industry less communist?
I feel like there is no damm competition in the music industry. The past decade the same old boring pop artist have been in the scene and its getting really annoying I think the u.s. should create public policy on helping underground artist and emerging record labels.

You literally just posted 'less communist' in the title & described a communist music industry in the OP

Communism died twenty years ago. Music business is a business, If you don't like the product don't buy it. There is good music out there and good artist trying new things. Usually the public does not buy it. Recently (this week ) two famous singers released (a collab) something rarely done by a pop and jazz artist an entire CD. But all you hear are complaints and complaints and refusing to buy the CD. That's the problem not the Music Companies.
You obviously don't know what communism is. There's nothing communist about the music industry at all. Adorno is probably rolling in his grave right now.
