There is no guarantee with Dr Luke or any hitmaker. That is not how songwriting works. Every songwriter has songs that do better than others. However if you have 3 proven hitmakers and put them together with someone like Katy Perry who had no prior history of hits, then are you gonna pretend that it was all down to Katy?
You have to ask yourself why Katy's label asked Dr Luke, Cathy Dennis and Max Martin to get together with Katy Perry. It was obviously due to their track record of making hit records for various artists. It was their skill in crafting two hit singles that made Katy smash. It was not Katy's boobs or some other nonsense theories being spouted here.
Max Martin made Britney and he also made Katy Perry (along with Dr Luke and Cathy Dennis).
