Phoenix is pretty strong and quick, unless the immediate area around the Sahara had some sort of humidity/precipitation it would take storm too long to summon something strong enough to wipe out firecrotch. This is coming from a huge storm fan.
Now say it had taken place in a more supplying arena, say middle of the ocean, storm would cyclone ha ass into the next era
