Nah, "Birthday" was definitely planned to be the 3rd single. I remember her manager saying it was "scheduled to leave earlier" but it's release was delayed when "Dark Horse" started smashing out of nowhere. (I've said it once and I'll say it again: "Dark Horse"'s single release is simultaneously the best and worst thing to come out of this era

I don't believe they never considered "Dark Horse" as a choice until it smashed tho. I mean, they released "E.T.", and that was a promo single too. I think it was in contention for 4th single (or maybe they never got to the point of having to decide what the 4th single was bc it decided for itself when the 2nd single came out

"This Is How We Do" definitely feels like it was supposed to be a 4th/5th single tho. "Legendary Lovers" has been confirmed since like earlier this year, so there's always been plans for it (probably as the final single).
And other than that, idk. "Walking On Air" seems like it's been a "maybe" single choice during the album campaign, but there's always been better single choices. If the era would've gone the way it was planned, Katy probably would've released "Walking On Air"/"Double Rainbow"/"International Smile"/"Ghost" as the 6th single. Definitely something random.
