No, because if I based it upon date of certification, there'd be Queen albums over 2 decades old, that were only recently certified, despite being eligible for a certification since release.
Neither WILAY or CBT (album & single) have been certified by the RIAA. Its only certs that would fit into the countries in the OP would be:
UK Silver CBT album (60,000)
Brazil Platinum CBT album (40,000)
Aus Gold CBT album (35,000)
Aus Gold CBT single (35,000)
