Let's not forget Dark Horse slaying as the first promo single, there was no space for WOA. It's impossible to have 4 hit singles at the same time. How on earth did it have its chance already? There is no reasoning with the WOA haters.

What Katy could learn from this album is that people love some typical smashes like Roar from her, but then they want something new and fresh like Dark Horse what they expressed by choosing it over WoA. LL is similar to DH in terms that it sounds different. WoA is too weak to be the last single, especially after two previous ones underperformed. And let's not talk about tastes because even though SIO smashed people are tired of Max.

What chance? There can only be one DH at the time. WOA went #1 on iTunes (yes, preorders, i know ) and sold 200k+ copies. Pretty good if you consider the fact that she had Roar and Dark Horse slaying at the same time.
"Walking On Air" is definitely more on trend and should've been a single earlier.
"Legendary Lovers" has a much better hook, but if it's going to be the single, it needs a new mix. The same claustrophobic yoga-session feel didn't bode well for "Unconditionally," and it won't work with "Legendary Lovers." It can still have the eastern elements, but the melody needs room for the chorus to really pack a punch. That "take me down to the river" part could be just as sweet as her "so you wanna play with magic?" line with the addition of a beat drop.
"Walking on Air" is riskier because the pure-house trend (as opposed to the softer "Latch"y-style house) has only taken off on the coasts, but it's also irresistible, and if anyone can bring a trend to radio, it's Katy. "Dark Horse" was the first legit female pop/R&B 808 bounce to become a monster hit on Pop in almost five years.
Either way I'm still baffled Birthday and This Is How We Do made it as singles while true standout tracks like Walking On Air, Legendary Lovers and Choose Your Battles are gathering dust instead of platinum certifications and Grammys.
