Hilary's fans seem to always have an issue with admitting she isn't perfect. Hilary has admitted to taking these kind of pictures before. If you've seen them you would know it's her body. The leakers have been collecting these photos for YEARS. I believe she got the tattoo in 2009 so I wouldn't be surprised if they got them before then.
Also you don't contact the FBI over photos that ARE NOT you. It's clearly her. Google "Hilary Duff nudes" and I'm sure you will find tons of manips and photoshopped images. She contacted them because they're real just like every other famous woman's who has been hit in this scandal.
