Yes, it is. The AT40 countdown is broadcasted by many major radio stations and since TIHWD is in it, the stations will be obligated to play it when they air AT40.
American Top 40 is the official countdown of the most played tracks in the US including re-currents and not counting the irrelevant and small radio stations, unlike All Access.

It's doing surprisingly fine on iTunes. With the stalling radio support, I would expect it to be on its way out of the top 40 by now. Yet, it's stable This song has potential.
