I think she should have not been denied actually when i think of it. Doing it with camera crew would make more sense if her intentions were right (which i believe they were). She can reach/perhaps inspire more people that way with her story.

Like at the beginning of every school year we get our parents to sign a waiver stating that its okay for us to be filmed or put on the internet

Why wasnt that done already??? The inly other time I needed a parent signature was when I left for a field trip

She probably wanted to film it for her documentary. She already visited her old neighborhood in Queens, so visiting her old high school would be perfect.

That letter reads as completely fake. And I don't know about New York, but in California, parents sign media waivers so that the school can decide when to allow filming or photography on campus.
