That's caused by the fact that they overpriced the EP. If you sum the prices of all 4 songs you'll get the price of the whole EP so there's no point of buying the full EP when you can just download the songs you want separately for the same price.
People who already have AATB won't buy the whole EP again, they'll just buy the other 3 songs.
Meghans numbers are embarrassing. Dont even bother trying to put a cute spin on those sales just the momentum of a huge no1 song alone should get her way more than that.

To be fair, it is an EP. EPs usually sell pitifully.
So how did Shawn Mendes managed to sell that much with his EP? And don't forget, he didn't have a number one single backing him.
He has looks and had a large fanbase backing him up leading up to the EP's release. Meghan's EP was likely rush released in response to her sing's viral takeoff; she hasn't had nearly as much to accumulate many Little Choo-Choo Trainors at this point.
Awful sales, but it's a given, nothing new.

As of Meghan, well she's seen like the "All About That Bass" girl yet. So yeah, I expected her not to sell.
Plus, who had AATB could easily buy the 3 new tracks separately without buying the full ep.
