I'm not 100% sure how "outsiders" (for the lack of a better word) are viewed in Burundi but I think it's similar to the racial tensions in Zimbabwe, South Africa, etc. Especially moreso because the people of Burundi are mostly either Hutu, Tutsi or Twa and we know how that went.
