Overall, Katy is definitely more desperate than Gaga when it comes to wanting to be successful. It's why she never takes a stand for anything and makes sure she's as "relateable" and inoffensive as possible. As for PRISM being given away, I don't think that's desperation, it's just part of the business. Too bad the tactic won't work as BTW will remain one of the highest-selling records of this decade and PRISM won't.
