Just about every magazine that started off with a certain theme, has changed over the years to what makes them money. They are just changing with the times and they have to stay in business so the direction a lot of these once political themed mags are going in makes sense. For instance Vogue use to only put models on the cover, now they are putting pop girls, because they usually sell the most magazines. Beyoncé had the highest selling Vogue cover in 2013 if I'm not mistaken.
Time and Forbes want to make money, so they will discuss or place the most popular celebrities on the cover. Bey is known to be a huge magazine seller, so of course Vogue, Time, Elle etc will use her name and image to sell it's magazines. I love Pink, I'm a huge fan, she's very successful but for some reason she lacks star power. There is nothing wrong with that though. Celine Dion was very successful in the 90s and outsold most of her peers. However, she lacked the star power of Madonna, Whitney and Janet etc.
