Back when I was in Grade 4, small pieces of brightly-coloured paper started being traded throughout the school. They were called "Ekims Pen Money". Nobody knew who or what Ekims was or how it got started (it was speculated it was "Mike" spelled backwards and that a so-named student from another school created them) but these little bills were marked in specific denominations and were issued and controlled by a certain group (5 Ekims, 20 Ekims, etc). You couldn't buy just anything with Ekims - that's why it was called "Pen Money" - you could only buy gel pens. More colourful, sparkly gel pens with rubber grips would require significantly more Ekims than your basic models. Naturally all Ekims were created with gel pens and there were of course Ekims counterfeiters (if discovered they faced being attacked and having their pens stolen).
But Scotland could do the same, I don't see why not. Just make a mint and start printing them off.
