She was local until recently. A couple of global hits doesn't erase the past.
People are just slow at changing their insults, as soon as someone popularises another insult they'll move on (See; Katy being local until they noticed she didn't have a Grammy yet, now everyone's over the local insult.)

More success doesn't mean more Global. You can sell a copy of your album to every resident of the US, but if no one outside of the States bought your album you're still local. Obviously you'd much rather sell 300 million copies in the US than 6 million copies Worldwide, but you're still local.
