The rules & guidelines should be updated but at the end of the day it's up to the mods to decide how much the said members disobeyed/broken the rules

I already know this, but my response was in regards to members " knowing they would be banned for three months."
Members would never know, because it's not stated anywhere. Members are solely going off the Rules & Guidelines.
It was just a "special punishment" for the specific situation.

Members should know such vile posts that were posted in PYS are against ATRL's policies, they took the risk and mods/admins decided about an appropriate punishment (since, as you said you had already known, they have the power to do so).
My friend posted a disgusting post about a victim of a rape and an admin banned him for 3 months, you won't find that in the rules & guidelines either.

It's especially bad when I enter a thread at its last post and the ad loads at the top of the page when I'm halfway down the page and I can't scroll up so I have to refresh the page. And then the ad comes up again. I know the mods and admins don't have all that much control over the ads on the site beyond filing complaints to the advertisers, but I don't understand why they're so bad here. I don't have nearly as many problems with mobile ads on any other site.

I don't understand why some people from the PYS thread got off easy while some of the others got a 3 month ban...some deserved the 3 month ban but a few don't.

Exactly. MrMinum shouldn't have even been banned in the first place. 
He came into the thread with 0 WPs and only got 2 from ONE explicit post and got banned. Like...
