Why should they assume that the person is an illegal immigrant. Job applications in the U.S. have a box for the person to check if they are either a citizen or a resident.
As Haus noted it boils down to simple and pure racism.
The same crap is probably pulled whenever they see a name that they deem "too African-American" (i.e. the usual cliches like Keisha or Tyrone). It has nothing to do with legal status.
