I don't see how that lessens their achievements. A person super connected to your music that is willing to buy multiple copies is worth a lot more than two casual fans who only buy one copy each. I like that their charts reflect that.
And Billboard doesn't have a one-receipt, one-sale rule. You have to buy like 20+ copies for them not to count the sales and that's only to keep labels from buying their own albums. Oricon has the same rule.

Promotions generally end after the first week now in Japan because a song is released digitally a couple of weeks before the physical single is released and the music video is released two weeks prior. Physical singles hardly ever sell well unless you have a big stan base because the GP can buy the individual parts prior.
AKB actually has good longevity in comparison to other physical single releases
