People still denying the impact Gaga has had on Ke$ha, Katy, Rihanna, etc.  Ke$ha wouldn't even be around if it wasn't for Gaga, and Katy, RIhanna, Nicki, and many others have clearly emulated Gaga to be successful. In terms of sound, image, music videos, tours, and nearly every other aspect of their careers, Gaga has made them all up their game.
Yet people still deny she's had any impact and is not innovative at all, when she basically changed the entire musical landscape in 2008/2009.  Only on ATRL!

I don't think people like Bjork apply since they aren't pop stars or mainstream (that doesn't mean they aren't innovative, but this thread is asking about pop stars).
I'm gonna go with Madonna, Britney, Gaga, and Beyonce.

Gaga didn't change ****. She was a fluke. Sure she made crazy costumes trendy for a while, but where is that now? Madonna made being a total **** trendy in music. Look around now, everyone is being ****ty in music videos. That's changing the landscape. Not getting famous for dressing like an idiot and ending up forgotten and ignored by everyone when your gimmick runs its course.

Björk could easily be considered a pop star up through and including Homogenic. Even Vespertine spawned some top 40 singles in the UK.
I think most people consider Lana a pop star to some degree, and she's had less mainstream success than Björk ever did.

she was able to make some people wear a block of cheese on their heads, thats pretty game changing and impactful in my opinion

Gaga used to be pretty innovative back in 2009/10/11. Now I think the most innovative in the mainstream scene is Lorde, whereas in the underground scene FKA twigs takes the crown.

Wow, you sound angry.
And the irony of "being forgotten" when you talk about her daily.
Gaga helped the electro/dance-pop trend progress. She helped bring back importance to music videos (compare the amount of long "mini movie" music videos in the recent years before Gaga to after). And yes, the outrageous costumes was a big thing to credit her for in recent years. There's a reason that people like Nicki and Katy were accused of copying her and "going Gaga" when they dressed outrageously.
Also, theatricality is something Gaga deserves credit for in bringing back to Pop music, which wasn't there for a while. Theatrical performances, to be more specific (I'm not talking about elaborate performances, I'm talking about performances that look like they're out of a theatre production, like Nicki at the 2012 Grammys as an example.)
