On Topic: Gaga obviusly, for the simple reason that Katy will need another 10 years of hard work and good music just to surpass Gaga's impact in her first 4-5 years. And that's if Gaga stops making music.

She's likable and people love her. Her songs will be remembered by everyone with nostalgia for late 2000s/ early 2010s pop music. Katy's young fan base is another advantage.
