Well I'm very cautious about what people say "about the general world of music and technology" because ATRLers care more about sensationalist soundbites and anything that remotely looks like shade than music/technology as a whole.
I can't speak for the Biophilia app, but I don't think the Artpop app was "a poor attempt from her marketing team" though. The idea of incorporating technology and interactivity to the ARTPOP experience was always part of the project, and it was consistent with her making a social network for her fans, for instance.
The app is just one of those 20392 projects that Gaga never finished, and I mean... if people are still surprised by that, they either have terrible long-term memory or just didn't pay attention.
