Yes. If used against someone with nappy hair if you're a different race & your hair is textured differently

If used correctly, no. Some people actually do have nappy hair. Most white people don't know what nappy means tho (no offence) so it's commonly misused to describe big, curly hair.

If a Caucasian person were to say someone's hair was "nappy" then yes. So yes, it is a racially-driven term, personally speaking any way.

When you call someone "A nappy headed ho", there's a problem. It may come with racial tones, it depends.
