Even with the neighbourhoods, you shouldnt have to completely rely on worlds to enhance your gameplay. Go play sims 2 base vs sims 3 base games for yourself, sims is a game where you make it your experience. If you dont believe me, try it. I personally think the sims 4 base game will be the most playable out of the 3 base games.
I mean I cant even play Sims 3 at all...so it will be better than that game
