 It sold 2.5m (IFPI confirmed) and spawned three top 15 hits, with one of them selling over 2.5m copies. There was no disaster outside of the stan world, aka the only people who pay attention to how eras go.

It was so nice of Gaga to re-invent pop and boldly pave the way for every mainstream snooze artists to try unconventional things since Gaga took all the risks before them. It's sad that other bases don't acknowledge that without Gaga their faves would be so boring and basic.

I think we will get something completely different from ARTPOP with her next solo album, but not beacuse 'we' complained it was not as high quality as her previous work(although, I think it did fine), it will be beacuse they realized the album did not sell as good as her previous ones and I believe that they learned their mistake - not neccesarily they think the music was bad (again, which I agree), but the timing, the promo, the conflicts right before the release, the DWUW video mess. These are the main factors ARTPOP underperformed.
We can and we should complain, but this is only for our own purpouses, not beacuse someone is actually listening to us. They don't think ARTPOP was a disaster, imo, and the real world, outside of ATRL (and stans) don't think that either. It's just is what it is.
As seen here, people are divided. We should all be able to praise or criticize the music quality she puts out but at the same time, we should remember that it's just our own opinion that is often far away from being objective or accurate beacuse we have our own sentiments, memories and feelings attached to every album she released.

ARTPOP sold 1.8M copies and shipped MAX 2.3M copies. We need to accept this and move on to the next Fame Monster era aka Cheek to Cheek.

Buuuuut DWUW showed all signs of a smash single. When the Beats commercial started airing in Europe the song went Top5/10 in many countries but then dropped a few days later. Soooo if she would have had a video and done a few performances around Europe I'm sure the song would have been a much bigger hit. So yes promo does matter.
She can still work on a new album while promoting C2C.

It was a disaster cause it only had 3 singles, 2 videos, and everything was a mess. I don't even need to explain this to anyone who followed it.
It's a testament to the power that The Queen has over us that we're still here and debating ha career even though the era ended like 9 months ago. But that devotion is all based off her first 3 eras (an Army tea).

The pre-chorus of Applause is one of the best moments in Gaga's discography, it's so GOOD! I remember when that part leaked, it sounded like Bad Romance-level of slayage.  But then I heard the verses and their lyrics and well.... It's still a great song, though.
