Sis the album has, in addition to the songs, 17 music videos, $15.99 isn't that much when you look at what you're getting. Discounting the album of this kind will not make a good deal for her label.
Compare it to other standard albums like Unorthodox Jukebox, it has 10 tracks and is being sold at $10.99, so it's the same. And she knows that non of her album's songs is going to become this huge hit and she's ok with it.
