Logically, when a single country makes 40% of Europe, and the majority of its population (77% = 110 mil. of people) lives in that part, when their history and culture is tied so closely and significantly to other European countries, you just cant say the country is not European. So what when it lies on two continents? That doesnt make it any less European. Or was Britain considered less European during the existence of British Empire for example? Siberia (Asian part of Russia) became Russias colony (and then integral part of Russia) only in 17th century. Historically and culturally, Russia is undeniably an European country.
