The song performed similarly to how most of Tony's "lead singles" perform. Nowadays, in order for a song to chart on the Hot 100, it has to receive a combination of sales, radio play, and streaming with sales and radio play being the biggest deciding factors in BB's H100 formula. If a song doesn't receive a significantly proportionate amount of sales, radio play, and streaming, then it must make up in another area. 'Anything Goes' was not sent to radio in any way, shape, or form (Gaga and Tony's team did not spend money pushing the song to any format, even Jazz, because that's not how Tony releases his albums) and jazz isn't really a very popular genre for streaming. Therefore without radio play and streaming, the song would have had to have sold a load of copies in order to chart, which it obviously didn't because of the kind of song it is.
There is a reason media publications aren't posting about how this song "flopped". Even they know the circumstances surrounding the release are completely different and quite literally "flop-proof" because of the genre and demographic the song appeals to. Jazz simply doesn't abide by the same pop rules, and some of you would know that if you listened to more than just top 40 radio.
A better example of a "flop single" would be a song from a successful album peaking at, I don't know, #14 or #17 as a random example, despite being heavily pushed to radio, performed on TV, heavily promoted online, and receiving a big-budget music video.
