If there was a gunmen shooting random people in a public space, and a police was happen to be there since they walk around and patrol. Then, if the police had a gun, the gunmen would've killed less civilians then if the police didn't.

Sounds like you're saying what the NRA says: if people have licences to carry a gun, they can stop such violent crimes.

For example the recent Las Vegas incident:

Not everyone carries a gun though. Especially in a city.
