As stated - this reminds me of the Civil Rights movement where the presidents did not want to respond because of the possible political backlash.

Kennedy went into the heart of Indianapolis, Indiana in the wake of Martin Luther King Jr's assassination, despite the warnings of his bodyguards, and made an impromptu speech? That is true leadership. And guess what, even though 60 other cities rioted that night, Indianapolis did not.
