The chart OP referred to counted the number of people, I presume.
The chart you've posted is about percentage of prevalence among adults. So, for example, if Samoa has 10 people and 50% are obese, that would make 5 obese people. If U.S. has 100 people and 20% are obese, that would already be 20 obese people, you know what I mean?
One chart is covering percentages of fat people among total number of adults and another one is just dropping the number of fat people regardless of ratios.
