Saudi Arabia and maybe one or two other Arab countries are the only ones this harsh with their punishments as such. All the other countries have moved forward and realized that stuff like this is not only too inhumane, but also too ridiculous. They know that news spreads fast and they don't want to look like idiots to other countries.

Not that it makes it any better, but they don't get the 8000 lashes at the same time. They can choose how they want to spread out the punishment. Like, they can choose to get 100 lashes every three days or 200 lashes a week or something like that till it finally adds up to 8000 in total
some Middle Eastern countries are open minded like Dubai, Lebanon, etc...
mess, that's what they always do, they have all these excuses to defend those oppressive, inhumane regimes, just take a look above.
