Madonna has some good music (ROL, Erotica, Hung Up) but they're good in how straight forward and unassuming they are, they don't strike me as 'artistic statements'. Björk has 7 incredible, acclaimed artistic albums

Madonna has experiented electronic music since the debut album, but 80s electronic is not sound like the 90s one, she also help introducting house music to mainstream with express yourself and vouge, fever......while electro funk and post punk was taking over. moreover Madonna had experiented trip-hop and deep house with justify my love and erotica before Bjork made her debut. and Bjork music wasn't that unique because trippy elecronica sound was a trend in 90s which you can find it in discography of massive attack, aphex twin, portishead, NIN....ect ect, her most unique work until now is homogenic when she blend electronica with orchestral music.
