In certain contexts it kind of can be. Maybe "body shaming" isn't exactly the right term, but I grew up with similar comments from my mother, small underhanded things like someone offering me something to eat and her saying "no" for me. It's just a "nice" way of saying "be careful or you'll get fat!" Of course it's possible people have actual health concerns on their mind, but in my experience people who comment on petty things like having a soda are coming from a superficial place.
With that said, Luke could have been joking, but considering what happened with Kesha it was an awkward one to make.
