Like I said, whatever the case this shows there's clearly still a lot of racism. My point is simply that we we cannot know the motivation behind this racism. We can't say it's because they "want all the black people in jail". That's not a right conclusion to draw.

That's certainly not the assumption we should make. That being said, regardless of whether or not they "want" black people in jail, it's certainly possible that they implicitly care less if black people are the ones in jail. In all reality, it's probably portrayed as just the status quo and they see no need for it to change, though they may see something wrong with the system if the agenda looks different than usual - the ones not typically associated with jail are the ones portrayed in the mugshots.
It's just a matter of social norms that naturally favor white people being followed. It's not that white people really want black people to be jailed, I don't believe that's the true meaning of this study's results. I do, however, think it points to a significant problem of being careless in the treatment of a minority group. (And this isn't necessarily directed at you or anyone in this thread in a critical manner, it's just I didn't know how to put my thoughts into words before.)
