According to what I've read, they were waiting for the update to happen.
But it looks like it might not happen that soon so, I believe, no one really knows right now.

I feel as though people get banned just for the sake of seeing how soon they will get banned when they return.

I know you can't perform mental evaluations but I don't see how people can be banned and then come back to get banned in less than 72 hrs.

i feel as though anyone that comes back from banland and gets banned again within that timeframe should be permabanned automatically.
