This is a really terrible comparison. Circus had loads of promo and lots of singles, BEYONCE did not.
BEYONCE is on its fifth single and Circus had four singles. BEYONCE also did the Superbowl and a year-long commercial before the album and the Grammy's and the BRITs afterwards. Britney did GMA, the Bambi Awards, X-Factor U.K., Music Station and possibly others. How did Britney do more promo when Bey did two of the biggest promo slots available and then followed them with major awards shows

BEYONCE's only promo was the Brits and the Grammys. Superbowl doesn't count because it happened almost a year before the album dropped + she didn't promote any new music at that time. A promotional product campaign like pepsi/H&M doesn't count either because it occurred way before the album and didn't feature any new music. And the album is only on its 4th single (which is probably the last one).
