Basically.
She needed to follow Queen of Pop's blueprint, but she stopped this era and is now paying for it. Katy was following Madonna's career path almost exactly up until Teenage Dream (carefully crafted controversies with top-notch, radio-friendly dance-pop where every song is a smash, just like Madonna Like a Virgin/True Blue/Who's That Girl eras), she needed to do what Madonna did with Like a Prayer and make more meaningful music/videos that were still catchy and accessible, cementing her artistic credibility and maturing with her audience.....but instead she just continued with the bubblegum pop and comedy sketch videos and she's made herself disposable and repetitive in the process.
