Toner is actually used to balance out the PH level of the skin.
Anyway, the problem at hand seems to be scarring and what you called "frown wrinkles," so the reality is that water isn't really going to make a huge difference in what your skin looks like.
For these issues, you need something a bit more aggressive. I suggest using an at-home chemical peel. This site:

has a number of different types for various skin problems. It can seem overwhelming and scary to use a home-chemical peel, but truth be told, it's no big deal.
Use it once a week, and moisturize religiously afterwards, and wear SPF 50+ when you go outside. Within about 1 month you'll see a huge difference.
edit: also, don't expect your skin to look crazy and red and peeling afterwards. since it's much more mild than one would use at a dermatologist, just expect some slight redness, which eventually stops after the 3rd or 4th use, as skin adjusts. You'll be able to go in public after the 1st use and no one will notice you've done anything.
