I don't agree at all. This whole "acting young" thing worked during the Teenage Dream era because that's what the whole era was about. Nostalgia, being young again, having fun. Why should Katy even care about gaining the respects of overly obsessed fans on the internet? She can do whatever the hell she wants. Artistic growth? This works for her, she can continue making the same type of music and as long as SHE likes it, then there's no problem. She's an entertainer and pop star, she doesn't have to be the next legend or icon by doing weird crap or changing the formula of what made her a success.
Katy really did put "art" in front of "pop" with this masterpiece 
And the way she makes art look fun and accessible instead of boring and try hard is truly remarkable
