The Romeo Santos mention is completely relevant. He's a major language Spanish-language artist and the article was about Spanish-language hits (which "Bailando" isn't).
Romeo can't do what Enrique has because he doesn't make songs in English and only makes Bachata music. He's also very "ethnic" unlike Enrique so he doesn't have international appeal. Despite all that, he's able to sell well in the US with or without Drake. It's not like Drake would have collaborated with him if he weren't a big artist. "Propuesta Indecente" out peaked every one of Enrique's Spanish-language singles and it's a solo song.
By the way, we all know that Enrique could never sell a Spanish-language song here, especially a Bachata one. "Loco" is his highest peaking Spanish-language single on the Billboard Hot 100 because Romeo Santos is on it.
