You can say the most racist is the race that created the concept of race (White People), The Slave Trade (White People), The holocaust (white people), Racial Segregation (White People)
Black people can also be racist, but they don't have the power to practice racism in such a way.

Everything you listed is from the past though. I'm white. Am I to be held accountable for the slave trade in America, the holocaust in Nazi Germany and racial segregation of the 1900s just because of my skin colour?
No. They were tragedies. But I had nothing to do with them. So to say "white people are the most racist race because of all these historical tragedies from the past few centuries" is racist. I'm not racist. Why should I be generalised as being racist because of all those horrible events in the past that I had nothing to do with?
