Because that's who Katy Perry is as an artist. She's rainbows and kittens and cotton candy and bright colours. Her music videos see her playing comedy characters like Kathy Beth Terry, Jane of the Jungle, Goldie the dancer and Princess Mandee, because she's comical, colourful and conceptual. She doesn't take herself or life too seriously. She's just fun.
Besides, if she did do a "dark era" and was writhing around in a puddle of black goo with 12-inch, black, latex stilettos with guns or penises for heels, everyone would be like "omg she's copying Gaga. She's trying to be Gaga."
Like why do monsters on ATRL continually shade Katy for remaining true to herself as an artist? Isn't that kind of contradictory to the message of ARTPOP? Katy knows who she is as an artist, and who she is happens to be bright, colourful and highly-conceptual. Stop clinging to this comment of "it's going to be a bit darker" that she made in some Ellen interview from mid-2012. She changed her mind. She didn't want to be dark/depressing anymore. Get over it.
Plus if she went dark she wouldn't be family-friendly anymore either, and those 5-6 year old fans who you try and shade for liking her will probably still love her in 10 years time, meanwhile Gaga isn't cultivating new fans, she's just maintaining the same, diehard, devoted, teenage stans.
